On December 22, 2025, WELLE Bioenergy Co., Ltd. and China Petroleum HeNeng (Sichuan) New Energy Development Co., Ltd. held a signing ceremony at the PetroChina Southwest Oil and Gas Field Company in Chengdu, marking a collaboration on the green rights trading of approximately 11 million m3 of biogas produced from WELLE’s biogas resource utilization projects. The signing of this green rights purchase and sale agreement establishes the first case of cross-regional consumption and application of biogas from production to application in China, bringing the green energy attribute into a broader mainstream energy consumption market. This collaboration signifies a crucial step for WELLE Group in advancing its bioenergy business transformation. The cooperation provides a reference and demonstration for enhancing and ensuring the profitability of subsequent projects, and is of great significance for WELLE Group to achieve its green energy transformation.
Li Yao, President of WELLE Group, and Wei Yuanliang, member of the Party Committee and Deputy Manager of the Gas Branch of PetroChina Southwest Oil and Gas Field Company, signed the agreement on behalf of both parties. He Zhiming, Chief Expert of Economics and Management of PetroChina Southwest Oil and Gas Field Company, Jing Xingsheng, Deputy Chief Economist and Director of the Development Planning Department, Zhang Jibin, Executive Director and Secretary of the Party Committee of the Gas Branch, Zhou Xin'an, Vice President of WELLE Group and Executive Director of WELLE Bioenergy, and other leaders attended the signing ceremony.
Both parties had a thorough exchange of ideas regarding strategic cooperation in the field of biogas in the future and reached an important consensus. Mr. Li Yao introduced the current projects and future plans of WELLE Biogas. WELLE Biogas currently has 9 ongoing biogas projects with a total biogas production capacity of nearly 100 million m3per year and strives to achieve the strategic goal of producing 1 million m3of biogas daily within 2-3 years, becoming China's largest biogas fuel raw material supplier. He Zhiming, Chief of Southwest Oil and Gas Field, proposed suggestions for cooperation models between Southwest Oil and Gas Field Branch and WELLE Group in the fields of biogas investment, product transmission and distribution, green gas purchase and sale, green gas certification, and technical equipment research and development. Both parties agreed that in the future, they will fully leverage their respective advantages in technology, resources, and market channels to jointly promote the large-scale application of biogas in regional energy structure optimization and carbon emission reduction. This provides a quantifiable, tradable, and replicable green energy application path for the low-carbon transformation of cities and industries, and sets an important industry demonstration for green attribute trading in the biogas industry.
As China's energy structure transformation progresses deeper, organic waste treatment and biogas resource utilization are moving from the traditional scope of environmental protection governance to a new stage of systematic and market-oriented bioenergy industry. The collaboration between WELLE Bioenergy and CPC Energy precisely echoes the green development orientation of the "15th Five-Year Plan" for energy. It not only creates an ecological foundation with renewable energy but also stimulates industrial momentum with new productive forces, jointly drawing a new blueprint for clean energy and green development.
